php char() function for unicode?

Before I get to work writting something to do this. Does anyone have a function that implements the char() function http://us2.php.net/manual/en/function.chr.php for unicode instead of ascii?

PHP sucks at unicode -- there's no built-in support for this.
(IMO, PHP sucks at a lot of things)
