let's say I want to crop a picture, I select the crop tool and select an area on my pic, well let's say I have not selected exactly where I wanted to, maybe a little too far right or left.
Besides performing the action again from scratch, is there a way I can "move" the crop selection around my pic until I get it how I want?

Yes. Click anywhere inside the area you're "saving" and drag and drop. Or, just use the arrow keys.
 
Actually, that's how you move a marquee selection as well. To tweak a Crop, there are small boxes in the corners and in the middle of the sides that allow you to resize the bounding area as well. I wish the marquee tool did as well!
