I have been searching forever for the answer to what should be a simple problem. Can someone help me?

I am cropping photos to 4x6 in Photoshop 7. Most are horizontal but my HP photo printer accepts the paper in a vertical fashion and prints the width across the length. I cannot figure out the best way to rotate for printing. Would that be done in Photoshop? Tried but it rotated the canvas and not the photo. Or in the page setup, printer setup... Feeling stupid here but I've tried em all. Well, I guess not all...
