Photoshop image effect Question...

Hi All,

I just had a question about creating an effect in photoshop on an image. Its not an actual effect in photoshop, just the look i am talking about. The effect is these lines that i see on alot of different headers on websites, but am unsure how to create it myself. I did it once myself but have been unable to figure out what i did, even though i recall it being somewhat simple.

Any help/quick step-by-step would be appreciated! Thanks for your time.

which lines are you talking about, the orange one through the blue box or the lines above and below the text?

I think the effect you are looking for is called scanline.
