Photoshop Help

I'm a PaintShop Pro man until my friend introduced me to the power that was Photoshop CS.

So anyway, I'm having trouble doing some basic commands.

1. How do I make a circle with only an outline? So there is no fill color, just the outline. And is there a way I can adjust the width of the outline?
2. How do I make the circle stretch to the edges of the image perfectly. So it isn't off balance or anything.
 
i'm using 7 so it might be different

assuming you wanted a black outline and transparent center

foreground to nothing (white box with red slash through it)
background to black
 
Using the ellipictal marquee tool, fill your selection with whatever color, then contract your selection by however pixels (select->modify->contract), and delete your selection, leaving you with an outline of a circle.

Kinda hackish.

You could also use the ellipse tool... it's a subset of the line tool. Don't know if the version you're using (CS?) has it though.

or just make the selection and go Edit>stroke
