Photoshop Help Needed (I'm a 'tard)

I have a 2 color TIFF (red and black). I need to be able to convert that tiff to vector art somehow (so I can output it as a 2 color vinyl job on a plotter). Is there a way to do this in photoshop or Illustrator?

You can do it in illustrator, but i can't remember how.

you can do this in freehand, cant exactly remember how.. the button is on the toolbar though
