Photoshop help (jagged edges)

I have been trying to get better at photoshop and have been having trouble. I bought the program fair and square so I thought I might as well learn how to use it :D , but whenever I try a tutorial or do anything myself the edges look jagged and not smooth like the tutorials show. I am a sad photoshopper :( What could I be doing wrong, Do I need to install it differently? There are different color themse or something when I install it and I usually choose web colors but I installed it with U.S. colors last time and it was worse.

The roughness of the "iris"?
Try a tiny bit of blur on that layer, somewhere between 0 and 2 pixels radius should smooth it out without totally destroying the lines.

Unless that particular tutorial sucks, which is always a possibility. :)

Looks like your working on a different size page to me. Are your images the same size?

I just saved both images and looked at them in Photoshop and ACDSee and the jaggies have gone? Gotta be something to do with viwing the images in IE.
