Photoshop Filter for Distorted Scans?

I have used Photoshop to import scanned pictures from a book with a WIA compatible scanner (Microtek Scanmaker X6). Now when the pictures are scanned, the pictures consist of dots of color, not 1 full picture. Its like looking at a newspaper with a magnifying glass.

Back when I used windows98 (and the scanner software worked, as it doesnt with XP), it had the ability to filter out the unwanted affects. Now with XP and Photoshop, is there any filter I can use to clean up the scans?
