whenever i add a layer its always transparent, i remember there was a hotkey you could push to make that layer have the default background color. My problem is, the only way i know of switching a background color on a layer is going to "create new fill or adjustment layer" and that gives me a mask with the color i selected. I dont want a MASK, just 1 layer. Thanks.

Well off the top of my head I don't know of the shortcut to automatically fill a layer with a color when you create it... but it doesn't seem like it takes a long time to just select the color, select the layer, and press ALT + Backspace to fill it.

But why would you want to do that? The point of layers is transparency.
