Photoshop being lagged by an old video card?

Yes...this is a noob thread. Video card is old, just upgraded an old VBR MATRIX to what is in my signature below. Vid card is: NVIDIA RIVA TNT2 MODEL 64. I can run programs like ADOBE illustrator perfectly fine..no lagging whatsoever. But even the task of opening a new document in photoshop is laggy....and the question is...is the video card to blame?

Also, what should I get to replace it, if i do not plan on doing gaming, just using adobe products. - Graphic design student. Appreciate the help.

Photoshop wants lots and lots of RAM, and it also prefers its "scratch disk" pointed to a second harddisk, so that system swapfile and PS scratch are separated. The latter makes much less of a difference with SATA NCQ or SCSI harddisks since these can multitask, unlike plain IDE or SATA.

^i had the same amount of ram and an OLDER HDD on my celeron tower. photoshop ran BETTER on that! but illustrator was alot more sluggish. the celeron was from 2002 if im not mistaken. 2.5ghz w/ like 256l2cache...the biggest difference is that the motherboard on the celeron tower had onboard video vs this one with a graphics card from 1998/99....
