Photos deleted before wifi still appear in photo stream photostream

Is there a way to keep my deleted photos from being deleted from the photostream when I'm not on wifi without having to delete them in the deleted folder? This is annoying.. I have not set up family sharing yet in my 4 iOS 8 devices.

If I setting up family sharing might solve this? My wife and I share special pictures ;-) once I a while and they pop up on my 4 year old sons iPad if we forget to delete these pics in the recently deleted folder..
