Photo editing software for < $50?

Photoshop is definitely out of my price range. Photoshop Elements is also kinda pricey for the basic features I want.

Basically I want something that I can do basic photo editing with. Brighness, contrast, color levels, sharpness, cropping/resizing, etc. Don't need any crazy filters or anything like that. Any suggestions for $50 or less?
 
I can heartily endorse Irfanview. It does everything you mentioned and much more. Also does batch changes to things like filenames, etc.
 
I ran accross one that has nearly the power of Photoshop. It is called ACDSee. The current retail version is a bit pricy. I got version 7.0 which has all the latest features on ebay for around $30.00.

Yeah, I played with some of the other freebies mentioned, including Google's and ended up with Irfanview.
I just want to touch up my photo, print it and get on with my life.
I don't want to play with it for an hour changing colors, sharpness, blah, blah, blah.
