Phones with the best video recording quality?

Which phones have the best video shooting quality?

I'm weighing getting a dedicated camera vs getting a new cell phone off contract, as I need a new phone, anyway. Getting just a phone with 720p/30 (or 24 at lowest) fps and a good microphone might suffice for my needs (mostly recording video at church, some featuring green screen, and impromptu, spur of the moment stuff). I'm a huge Windows Phone guy and have been eying the HTC 8X for a while. I would love to get the Lumia 920, but there's no way I'm switching from Verizon to ATT just for it. I've been considering the Ativ S/Odyssey, as well, which is basically Galaxy S3 internals with the WP8 OS.

I'm also open to Android or iPhone, though I'm not a huge fan of iOS anymore as it feels dated and a bit bland, though it gets the job done and has the most apps. I've used all 3 mobile OS' quite a bit, have purchased apps on all 3, so familiarity and app availability isn't a primary concern.

I've heard good things about the SGS3 and iPhone 4/5 cameras for video in the past, are they still at the top? I haven't kept abreast of all the new Android phones over the past few months as far as recording video goes, so I really don't know what's best.

Lumia 920 is easily the best when it comes to video recording. The Lumia 810/820/822 are nice as well, but not as good as the 920. I don't know much about the HTC 8X camera. I suggest checking some reviews.

The Ativ S isn't out on Verizon as far as I know, and the Odyssey is intended to be a mid-range device.
