NO. Cell phones need service to call 1-800 numbers - and an unactivated one won't be able to call any # but 911.

jumpr is right. A cellphone will only be able to call 911 if not activated. So I don't see what you are asking in your second post.

Sounds like you might want to try out Verizion Prepaid, Virgin Mobile Prepaid, or the various other prepaid cellphone services out there.

I had a prepaid AT&T phone and it sucked...it ended up being just as much as a regular package phone because you had to add minutes every 40 days even if you hadnt used them all up yet.

Ahh I question I can answer.

Well I would recommend Virgin Mobile USA if they have coverage in your area.
If not Verizon Wireless Prepaid is good too.

My roommate used to use Verizon, got the phone for free, paid like $30 for enough minutes to last two months (they expire in two months).

I like my Tracfone myself...you can find the cards virtually everywhere, and I just use things like Walmart gift cards and the like that I get as gifts to purchase the cards, so it's essentially free for me
