Phone won't call 911?

Dialed it, called, it doesn't ring and hangs up after 3 seconds. I retried it 5 times and it did the same thing all 5 times.

I feel so vulnerable now D:

I called it on a major freeway by downtown LA, so there definitely should've been signal there.

I'm using a Samsung Galaxy S3 and an H2O Wireless prepaid plan. I know 911 is supposed to be on its own network. Maybe it's my rom? I'm using a custom rom, ICS Passion.

When I dialed 911, the call screen was green with EMERGENCY CALL on it, so it clearly recognized the number.

I called 911 for the first time in my life and it was on a cell within the last year. It rang for something like 20 seconds before the operator picked up. I was really wondering if my phone was screwed up. I think CA budget cuts really make the 911 operatiors bare bones or something lol

Go use a regular landline, call 911 and report it. No one on this forum will fix it. Probably is a CA budget problem.

Only worry if they answer and you hear "Your call is valuable to us, please wait and we will get to your crisis as soon as possible. In the meantime here is some soothing music to play to your assailant."

Talking keeping your landline for emergency, it sounds great theoretically but in practice it's not worth a damn. We were in the damage zone of the May tornado in Moore and our landline along most of other people we know just quit working. Our cell phones were spotty but at least some of the calls got through.

Hmmm I was thinking it was a bug or incompatibility with international phones that I didn't know about. I can't imagine there being no reception for 911 in a huge city. But if that's what it is, that's pretty bad.

I saw a bunch of street thugs look like they were trying to break into a store and wanted to give them a heads up.

Have a rooted phone and I've reported a fair share of crashes and accidents in the chicago area. It's probably a california problem.

911 doesn't have its own network -- it uses the normal cell network. Calls to 911 are detected as emergency calls, and should be completed if the device can get a signal from any compatible cell network.

It's absolutely worth a damn -- landlines are generally much more reliable than cell phones, and their location database is much more precise/accurate than cell phone coordinate detection. Yeah, there's exceptions to that, such as the one you noted, but that's not the case most of the time.
