Phone Noob - best cheap no contract unlimited data plan / phone

For the past several years my wife and I have been using pay-as-you-go cheap Page Plus phones (2000 minutes for $80 lasting 1 years with no data) since we're poor. We've been using our phones as dumb phones. Now my wife wants to advance to a smartphone.

What is the best no contract plan to get for someone who wants to do a little wireless surfing (need unlimited, don't care so much about 4G speed) and lots of phone calling and texting? It seems like I have to figure that out first before figuring out what phone to get. Once I know what plan to get, what would be a good Black Friday deal on a Smartphone for it (that's not slow as a brick)?

Cricket offers 50 bucks unlimited (after auto pay), but they throttle you after 22 Gigs.

Plus right now, you can get a samsung S9 for 350 bucks half off if you switch to cricket. Pretty good deal if you need to upgrade to a new phone ... I am on cricket now, but actually thinking of moving to another carrier like T-mobile or Boost or something like it for a month than move back and upgrade my phone to an S9 for half off.
 
I use redpocket ATT 220$ for the year (purchased on ebay and right now can be 10% off today) , they give me 5gb a month 4g with unilimited 3g after, unlimited talk and txt. Im not sure what would be a better deal than that. Then grab a LG v30 for 170ish used (if you are on a budget) that phone seems to be good for the price. Unless you can buy a used s9.
 
I'm pretty sure you are good up to 50GB with T-Mobile. The say they don't throttle, they lower your priority which is not exactly the same thing. In time of minimal congestion your speed should still be good even after 50GB.

Why do you need unlimited? There are not many plans that are truly unlimited (maybe none). 50GB is a lot BTW...
 
You probably don't need unlimited if all you want to do is "a little" web surfing. I would recommend looking into a motorola phone because motorola makes unlocked phones that work on multiple carriers, so you could switch carriers if you ever wanted a better deal.
