Phone management and long distance calls through 2 computers

Scenario:
I have one computer (to be turned on 24/7) in Canada and another one in Korea. They are both on ADSL.

I am currently using MSN Messenger and NetMeeting for voice communication.

What I want:
Use a cell phone to dial-up to my computer. A modem in my computer (in Canada) receives some signal and launches some application that is able to communicate to the computer in Korea to exchange voice data. The computer in Korea receives the voice data packets and uses its modem to call a local cell phone number and transfers the voice as a phone signal.

So through phone <-> computer <-> Internet <-> computer <-> phone communication, I'm wondering if I can communicate with people in Korea by making local phone calls. 😀

Is this a realistic solution? Are there any software packages out there that will allow me to do this? Or any components that let me program modems so that I can try writing up a little app that will do this?

I'm also interested in programming the modem so that I can turn my computer into a phone management system. Are there any good hardware or software solutions out there for caller-ID tracking, storing voice mail on my hard drive, etc?
