Phone line static and beeping

My phone service was activated today (@ the central office) and there is a lot of constant static on the line, and a faint, consistently intermittent beeping... Who do I call? Phone company? Property owner?

I'm in an apartment BTW..
 
This is your first apartment, obviously. You need to call the phone company. It sounds like your line is crossed w/something else.

Yes, it is... Lived in one family dwellings all 21 years of my life...
 
Minendo has a good point. Possibly, the previous renters had DSL and the phone compnay is still providing a signal. DSL and voice travel over the same pair of wires. There's an Inline Filter (lowpass filter) that filters out the DSL signal and allows voice freqs to go thru.

That beeping you hear might be the DSL signal.

OR, maybe ytour line is just old/and/or crossed with someones' Fax line. Just call the phone co and scream
 
You won't hear a DSL signal, as it uses a higher frequency band than you can hear.

If you are hearing a faint beeping in the background, it sounds like your line is crossed with another. This can be for many reasons, including a wet cable outside, a cable that was improperly spliced, or even a staple through one of the riser wires in your apartment building.

Call your phone companies repair service, and they will take it from there. 🙂

It's quite possible that you were assigned a new underground pair when you signed up for your phone service, especially if your unit was vacant for more than 30 days.

I used to be an outside tech as well (best job I ever had), but now i'm 2nd level support for ATM equipment.
