I need to share my dsl ... but i have the pci dsl modem so is there a modem/router device that accepts phoneline and can out put to ethernet?

Yes there are many. I like the SMC 7004abr because it's also a print server.

For any solution that does not involve the PC being on, you need to get an external DSL modem (ethernet not USB) and a ethernet router, or a cable/DSL router with the modem built in

Why exactly won't a router work?
You plug in a NIC, plug that NIC into the router and it should work fine.
