Phone cards for use in Iraq

My brother-in-law is in Iraq and currently pays $1/min to make calls to family in US and Canada. He's in the Marine band playing the trumpet, though his duty is to be a guard. Is there a phone card/plan that he can use that is more economical?
 
bump and gl. Most gas stations sell very cheap cards. I call Europe for about $.03/minute and I know they sell cards to call Africa and South America. I am sure some gas station has some card for the Middle East.

My dad picked up an 800 minute card At&t card that worked just fine from sam's club.

P.S. - If you need ideas for stuff to send, I got plenty.
