"Phoenix PM service failed to start"

I was scrolling through my event logs (just found them since I installed the ATI control center) and I found the following error message:

The Phoenix PM service failed to start due to the following error:
The system cannot find the file specified.


My computer has been having some very serious issues lately with shutting down at random. I have changed drivers and all sorts of stuff, used drivercleaner, spybot, ad-aware, etc, but can't find anything wrong.

Could this error message indicate a problem with the BIOS or something else equally (or more) scary?
