I just threw together a kind of budget extra system.

ECS A750gm-m motherboard $36AR
4gigs of crap corsair i got $10AR
Phenom II x3 720 BE $126 after tax microcenter
Gemini II (bought it for $10 after rebate and had to find a use for it)
GTX 260 $120 AR and tax
Case NZXT $40AR
OCZ Smartstream 600w $40AR (upgraded my main system to a 700w Modstream)
WD 500GE $65 (I would of got it for free but had to return the XFX 790i fail board)
Old DVDRW not sure

Total ~$450 not too bad for a budget build.

So I install windows 7 RC update all the drivers and start up OCCT

The chip idles at 19c-20c and loads 28c 1.1v reading load. Room temp is probably 22-24c

The question is: Do I have a good chip or a faulty temperature sensor?

Same here. It is a couple degress lower than room temperature at idle. Maybe it has a built in refrigerator, or a miniature black hole, or something. Maybe it has something to do with Dresden being relatively close to the Large Hadron Collider.
