Pharaoh problems

I'm trying to get Pharaoh to work on my machine... I had the same problem in WinME that I now have in Win98 (though it was fine in Win2K and used to work fine in Win98 on my old machine). When I load the game, it seems to think that only the upper left-hand quarter of the screen is in use. It displays the whole game properly, but it scrolls the map when I move the mouse outside of the upper left-hand quadrent. So I can scroll to where I want to put houses or roads, but when I go to click "Build Houses" it scrolls the map all the way to the edge. Same goes for vertical scrolling. It pretty much makes the game unplayable. I can't find a fix for this anywhere. I've tried using the patch, I've tried uninstalling/reinstalling, I've got the most up-to-date video card drivers for my OS, and I've got the most up-to-date motherboard drivers for AGP. I'm using a Viper II 32MB AGP card from Diamond Multimedia, and I thought the whole card might just not work with Pharaoh, except that I got it working under Win2K (but had other, more serious, problems and had to reinstall the OS). Any thoughts? Thanks in advance!
