Phantom Drive Letter on Win98

Folks,

I have a phantom drive letter showing up in my Win98 that is driving me nuts! Here's the sequence of events:
1. I added a new hard drive to my NT 4.0 box and made a couple of new partitions using NT's drive manager.
2. This resulted in [C:,FAT], [D:FAT], [E:NTFS], [F:NTFS], [uassigned partition], with WINNT installed on C.
3. I then installed Win98 on C in a dual boot configuration.
4. Upon installation, Win98 was able to see C: and D: as FAT volumes.
5. I used Win98 to convert D: into a FAT32 volume, as well as formating the unassigned partition which became the FAT32 volume F: under '98. So under '98, I now had [C:,FAT], [D:FAT32], [F:FAT32].
6. At this point, I noticed that Win98 was showing an additional drive E: that I could not access and which showed up as a drive running in DOS Compatibility mode! So now I was the proud owner of a PHANTOM DRIVE E:.
7. I ignored the problem and continued to use the D: FAT32 volume as a workhorse in '98.
8. A couple of days ago, I upgraded my NT installation to Win2k without incident. Of course, Win2k was able to see all my FAT32 volumes as well ... making me very happy.
9. However, when I first booted into '98, I noticed that the phantom drive was now called D:, and E: now was bona fide and contained all the contents previously held in E:. THE DRIVE LETTERS HAD MAGICALLY SWITCHED!
10. I'm sure you can well imagine how painful it was to convert all registry entries refering to D: to now refer to E:!!

Has anyone ever experienced anything even remotely similar? If so, how might one go about removing the phantom drive letter in '98?

I am terrified of the prospect of the drive changing its letter on me again.
