A lizard that small is not going to be strong enough to knock down a full grown man with it's tail. Unless the guy has no fight or flight reflex at all, the panic reaction combined with a huge physical size advantage would be more then enough to either get the hell out of there, or leave a few dead and battered lizards around. These things are not T-Rex.

There have been a few times when my 5-pound poodle ran up between my legs while I was moving around the house and I tripped myself from trying not to step on her. I cussed her ass out both times too, but she just looked at me like "What the *@$# did I do?" You never know. Maybe he was drunk;)

They may not have to kill too often, I recall some lizards were scavengers and being cold blooded, they can go quite a while without a meal.
