Personal hotspot broken?

Currently I have a share everything plan on verizon which includes personal hotspot on all phones. On my previous iPhone 4s I had the personal hotspot which worked no problem. After upgrading to my 5 I noticed it wasnt there as an option. I went to cellular settings and "Setup personal Hotspot" was an option, i thought that was odd cause I already have the plan. If i click it, it just comes up with a box saying contact verizon at 611 or this website to set it up. I looked through forums and everyone said 611 doesnt help nor does the website. People said reset network settings, tried, doesnt work. Also tried rebooting, failed. Someone else in my family has a 4s and they have personal hotspot which works no problem... Anyone have the same issue or have any help? By the way just so its all clear, its an iphone 5 on ios6 with verizon.

I have an iPhone 5 on Verizon with the Share Everything, and the Hotspot works fine. I think somebody forgot to flip the switch on Verizon's end, so you'll need to give them a call or swing by a store. (They have to set a flag on your account to allow tethering; something must have gotten missed during your upgrade.)

Yeah id think its that too, some guy on a forum said he had to stop by the store and have them disable and re-enable that "switch" after that it worked no problem. Now I can see how this problem definitely could have happened because I didnt just do a simple upgrade. Since a family member wanted to use the 4s we had to do a whole bunch of confusing stuff with the lines which would definitely cause that problem. Ill stop by a store sometime soon and hope that works.

I have a Verzon Hotspot as well on my phone. Normally it does not work until I have been on line with a decent signal for about 3-5 minutes. Seems to be very sensitive to signal strength. Sometimes that is so weak it backs down to 1XRTT from 3G or 4LTE.
