Looks like some companies are taking this idea seriously. O2 have announced plans to market a local GSM cellular 'picocell' base unit with integrated VoIP router.
Authorized cell phones, when in range, will be able to sign into the local base and calls could be automatically routed via VoIP, instead of via the public cell network.
The same phones would operate as normal on public networks when out of range.
