Those ones that you don't need to stick out of a window are expensive and you can't run a normal one inside a room since you'll be creating more heat than cold. You could try rigging up a box structure to cover the half that's supposed to go on the outside and use a duct to exchange air.
Depending on where you are, you can use a evaporative cooler, you can get a personal one for $50ish. But they won't work if the humidity gets too high since the rely on the water evaporating to too the air down.
