Persistent artifacts on one of my monitors

I've developed the problem where my one monitor will generate colored lines on the right 10% of the monitor. They will start as small horizontal flickers, then end up as persistent vertical lines. They will come and go, seemingly at random. Here is the picture of my setup, with the artifacts in mid-development:

- I have two monitors, a Dell 2001FP and Dell E228WFP. This problem only occurs on the 2001FP.
- I have tried changing and reversing the DVI cables to no avail.
- My first thought was that my graphics card, a Geforce 7900 GS, was overheating. I saw the fan was malfunctioning, so I bought a PCI slot cooler. This brought the temperatures from 70C/74C idle/load to 63C/65C. The problem seems a bit less frequent, but that may be coincidence.
- Turning the monitor off and on doesn't help, but if I turn it off for a while, it always comes back on full.

The evidence points to the monitor, but is there anything I can do? Thanks.
 
Looks like the monitor may be too old to RMA, and it's definitely the monitor (I tried it with a different PC, same problem). If Dell support turns out to be unhelpful (waiting for a response), any suggestions before I chuck it?

Bump, please. Dell will not provide phone support without me paying $50 in advance with no guarantee of a resolution (which I obviously doubt at this point). So if anyone has last effort recommendations, I'd very much appreciate it.
 
You guys were helpful to me on this board, so...

What I did to fix my Dell 2001fp (there was banding on the left side) was install a small fan over the big chip on the main circuit board. That big chip overheats. You have to remove the stand, and I am now trying to figure out how to get some sort of a stand attached back on.

You have to use a hacksaw to cut a hole in the metal covering (to fit the fan), and drill and screws to put the fan in place, and run wires (perhaps to the Audio plug, but that didn't work for me) to get the 12VDC for the fan, but for now I have the screen resting against a couple of glass bricks, and it works, and the banding is well, 98-99% gone. Only a tiny little bit, when the screen is all blue, you can notice it very ghostlike. Otherwise it is okay, workable. It's been okay now for a couple of months.

Wish I had a dollar for everyone who has the same problem with that Dell. The original fix is on fixya.com
