OK,
I know this is an issue on XP but I saw something somewhere that it wasn't supposed to be an issue with Windows 7 but I"m still having the problem.

Basically when I have a file in a certain folder that has certain permissions, and I move that file to a new location on the same drive, but into a folder that has different permissions (it's shared out), the file retains the permissions from the original folder it was in which means it is not shared out.
There's a registry setting that fixes/changes this behavior in XP (in the article above) but I'm not sure if the same key has the same function in Windows 7.
I figure I'll just try it later but wanted to see if anyone already knows for sure if this is going to work for me or not.
I know this is still a problem in Windows 7 because last night I couldn't view a bunch of files from my file share because they started somewhere else. I checked the box to replace all the inherent permissions and let it redo everything and then it worked fine
