Permission to change advanced power options

I have a user in the Users security group in Windows XP. Is there any way to allow that user to edit all the settings in the Power Options control panel applet? Right now a lot of settings, like what happens when the power button is pressed, are grayed out.

I've looked at everything that's available in the Local Security Policy utility and nothing seems to be related to power options. I'm thinking that maybe it's a security setting on a key in the registry? Anyone know?

There is a key in the registry that they have to have write access to. I'll look it up at work tomorrow.
