Performance Tweak for Broadband Connections ... where was it ?

did anybody ever use that broadband tweak that was at a site called something like arizona.speedchoice.net/~tech ?? it had a small registry tweak that sped up loading pages a lot.. hurt gaming performance but the guy I'm trying to help out doesnt play games
