Be sure you have v-sync disabled if you want the game to run over 60fps.
Also,Your GPU will throttle to only whatever clock speeds are needed to maintain 60fps with vsync on. (that's probably why your GPU speeds are jumping around so much now and weren't before)

Also, you should have nothing flagged in device manager.
Go to your motherboards website and be sure to install all relevant drivers.

If you're not sure , and arent experienced with PCs enough to know what is what when picking what drivers you need, either just use the driver disc that came with your motherboard and install the drivers then update them or.....
You can use a program like the free version of Slimdrivers to check what drivers you're missing.
Just be careful if you install the free version Slimdrivers and be sure you dont install any "optional" software like PcMechanic or anything.
Slimdrivers is a good free program to use for checking what drivers you are missing, you just have to read while installing and be sure you're not installing any trial software along with it while installing.
