Performance issue, please save me!

Hello everyone, I have a problem that I do not know how to solve.

Here it goes:
I used to play a game on full graphics at around 80-90% performance.
After a reinstall of my Windows OS, I can only get the same games performance up to 20% on full graphics.

It feels like I have tried everything. (Installed chipset drivers, installed graphics drivers, reinstalled, uninstalled and reinstall them again. Even reinstalled my Windows OS a couple of times more.

I have the exact same hardware as before:
Motherboard: ASUS Sabertooth 990FX R2.0
Graphics card: Sapphire Radeon HD 7950

I don't know what is wrong or why it won't give me the same performance as before.
Please help!
 
Have you checked gpuz to see if anything shows up strange, like pcie at X1?

What graphics drivers are you using? What version of Windows?

I am using Windows 7 Home Premium, 64-bit (Ver. 6.1.6700 build 7600)
My graphics card drivers are '14.12 AMD Catalyst Omega Software' (14.501.1003-141120a-177998C)

AMD Catalyst says its all up to date.

Have you installed DirectX separately?

I have not, unless it counts when it's been installed via Steam.

What do you mean by the percentages of performance? How are you measuring that?

Do you mean your GPU is only at 20% load? Can you run the computer for a bit to let it warm up, and open your computer and feel the heatsink, to see if it's just warm as though only 20% loaded?

Or is your heatsink cold or super-hot when your GPU is at 20% load?

Maybe it's a heat issue?

No, the 20% performance is in the game Video menu, it's not something I measure, it's the game itself. The more % the game gives me, the better FPS.

Lets say I play the game on 100% performance and have my FPS set at 60. I will get 60 fps 100% of the time.

If I play the game on 10% performance and set my FPS to 60. I will have a hard time reaching those FPS.

Does that make any sense? :\

Is this a setting you can manually manipulate? Maybe the game only plays at 60 (either a lock in the game or a setting on CCC).

Like in any game, I can change a lot of settings like anti-aliasing and texture detail etc. And I can also change the FPS from 1-MAX, I usually do 60 or 120 though.

OK, I have just never heard of a game giving me a "percentage." I would be interesting to know if other games or benchmarks give you abnormally slow performance /numbers.

Is device manager showing you any unidentified hardware or other error messages?

No, I just tried playing Arma 3 in full graphics and it runs good.
It seems it is only this one game that is effected.

The device manger is giving me some unidentified USB errors though. But everything else seems fine
 
OK, that narrows it down.

You can type DXDIAG in a Windows Search box and make sure drivers are functioning correctly.

Use the sensors tab on GPU-Z to make sure your video card is clocking up as it should when playing the game.

Does your performance change if you select a different DirectX mode?

According to DXDIAG, drivers seem fine.
I made a quick log test with GPU-Z

The game I play is quite old and only allowed Dx7 and Dx9, if I change to Dx7, game looks horrible but is better in terms of performance
 
Do you know if you were running the same driver previously? Sometimes old games do better with old drivers.

Your logs cover a large time frame, most of which is idle. Is the activity reported in the log lining up with playing this game? You could also just run the game in windowed mode and see if the GPU is speeding up in gpu-z.

I am not sure which drivers I used, been playing this game for a few years, so it's hard to keep track. But that might be an explaination.

I tried in windowed mode now and noticed that the the GPU did speed up. Also noticed that the GPU Core clock and GPU memory clock jumped up and down a lot.
 
What happens if you play this game with all mods removed?

Maybe one of the mods is doing something to cause problems.

I played without mods and no difference.

However, I did just notice that I CANNOT go over 60 fps in this game, even if I set the limit to 120 etc. Before, I could do this.
