I propose a hypothesis that there is a direct correlation with the action of sticking your chewed gum in public places and the character of a person. There are probably a few exceptions, but I cannot see how a typical person with "character" variably defined can do such a simple but offensive action.
Gum under desks, in elevators, under seats... ridiculous. It's like the ultimate middle finger to society. It's basically saying "I don't care about public or other people's property and I'm going to deface it just because."
It may seem humorously simplified, but I bet someone that sticks their gum in random places is also someone you wouldn't want to hire for any regular job. Or marry, or trust, or help.
