Pentium M voltage guide?

Reading many websites selling Pentium M Laptops they will either say "low voltage," "ultra low voltage" or nothing at all..

Is this just a marketing plow and all pentium M cpus are the same, or is there a difference? Does it effect speed or what? What is the fastest pentium M out?
