I need to re apply some thermal grease or reseat my HS or lap it or something as it seems to be getting warmer and warmer. But I can't seem to get the thing off, how do I do it? I've been googling it and can't seem to come up with anything.

Assuming you bought the computer, which one is it? The manufacturer's web site probably has some how-to stuff if there is some exotic retention mechanism. In any event it seems unlikely that the thermal pad or paste has gone bad. It may be that your heatsink fan is going bad. You can download Motherboard monitor to check fan speed and such or go into BIOS and check from there. We need to know how warm is warm.

Here's the stupid part, I built it. It's been a long time since I put it on, and have tooled around with it, and released the two latches but can't seem to jiggle it free. Is there another latch I'm missing. My fan speed is 2909RPM, I'm using Everest to monitor all that. I really shouldn't have to ask this but for some reason I can't get the thing off. I used AS3 I think.

All my experience has been with Socket A, and Slot 1 CPUs and coolers.

It sounds like the thermal-interface material is behaving like an adhesive. Try gently twisting a few degrees back & forth to help break the adhesion. It could take a few minutes to make progress.

I'll try that. I have to wait until morning, as it's in my shop.
