... Intel would officially release Pentium E and Celeron 400 product lines on June 3. ...

As an Intel?s expectation, Intel Core products is hopefully exceed 50% of the total shipment during Q2 2007, expecting a crossover to the previous-generation product. Since Pentium 2000 and Celeron 400 family are going to release in Q3 2007, it?s expected that the shipment share would further increased to 80%.

Is the pentium E the Core Duo with one core disabled?

No, it dual core but only has a 1MB L2 cache. The Celerons are going to have a core disabled.
.
Wasn't Intel pushing multi-core like a second coming of christ on all fronts, including the ultra-budget segment so everyone gets to benefit from multi-core goodness? Sounds like a disservice to the PC market by continuing selling single core CPUs.

At that price, i dont think anyone will complain.

A likely highly overclockable core 2 processor for ~$45
