Would a mobile pentium 4 socket 478 work in a desktop 478 motherboard? Do only certain motherboards work?

Yes it will work. The first problem you will have though is speed step. Since desktop boards don't support it, you will default to the 12x multiplier, and won't be able to change it. Some boards seem to work better than others, but should work in most. You will probably want to do a pin mod so it runs at it's correct voltage of 1.2v compared to 1.6v unless you plan to heavily overclock it.

will it be at stock clock speed, or will i have to oc it to get it to stock clock speed in a desktop?

You'll have to OC to get it to stock speed on a desktop since it defaults to a 12x multiplier and you can't change the multiplier.

Warning, some boards will not work with the mobile chip unless you do the 1.2v mod.
