Looking at this pic it just seems rather flat and shadowless compared to everything else.

Does look kinda flat. But then again I guess it's really not that tall to begin with.
 
It wouldn't surprise me at all. Most of the early politicians/founders of this country, were all Freemasons. The layout of DC was mostly "designed", not "evolved", so why wouldn't they do something like that?
