UPDATE: I kind of assumed that you were not getting the other multiplier settings with your unlocked CPU. The easiest way to answer your question is: what type of cooling fan are you using? If its a coolermaster you should definately consider a PAL6035 for better results.
I have a lot of experience with this and re-penciling the cpu's L1 bridges definately can fix a lot of problems with changing the multiplier. The best way to check if you have a problem is to start with your default cpu multiplier (6 in your case) and try going up one by one (ie, 6.5, 7, 7.5, etc). If you did not pencil correctly, you will get random multipliers at boot. For example, if you set it to 7.5x100 you will end up getting 6.5x100 or similar. If a chip is correctly modded you should be able to go through each setting and probably get 9x100.
BTW, feel free to use a regular rubber eraser as it causes no damage. Make sure that no pencil marks overlap as that is the number one problem.
