Peltiers: can they increase heat?

If you had, say, one of those nifty 35W Athlons, and added an incredibly powerful peltier, could it make the CPU run hotter than having just the CPU and HSF there?
 
if it was poorly set up, yes. just like a refrigerator adds net heat to a room. the fan will have to dissapate the heat of the CPU+peltier
 
I just Bought one of the Peltiers, but i did not used it yet. I am scared to be honest to use it. But if some body used it please let me know, How it worked with AMD
