[edit, stupid enter key] How effective are the Peltier Thermoelectric Coolers. and how would you install it. just put it inbetwean the heatsink and fan?.

To tell you the truth Peltiers are far more trouble than they're worth. For one, although they have the potential to keep your CPU nice and cold, the other side of the device gets very very hot; with the heat drawn from the CPU and the heat given off by the Peltier itself. So most heatsinks wont be able to dissipate all that heat, and chances are you'll have to watercool to get really good temperatures. And if the Peltier overheats, then say goodbye to your CPU. Also, Peltiers will cause condensation, so you need to insulate your motherboard.
