Peltier Q??? Experienced cooling people help out :-)

I have a P3-800 cooled by an Alpha PAL6035 on a well-supported slocket in a closed, unventilated case. The problem is that the case has no provisions for an intake or exhaust fan, so the CPU temp can get up to 50C on a non-overclocked P3 .18 with a sweet HSF, which is horrible. It has even lead to some crashing. With little case ventilation (PSU for exhaust and small intake holes on side of case), would a Peltier help my situation? Also, It is a small desktop case, as it is in my DVD/DiVX/Emulation/VCD/MP3 system. If a peltier wouldn't help, then what would, other than an expensive Water cooling setup.
 
Peltiers and water cooling are seldom seen apart. Some of the weaker peltiers might work, if you mod your case for some ventilation.
 
I would like to mod my case, but don't know much about cutting metal. Is there anyone in the kent/seattle/tacoma area that does this kind of stuff?
