Peltier on AT power supply

I bought this Gateway 145 Watt Power supply, should be here in bout a week. I'm wondering if I can power a TEC with it to cool a Athlon. I heard something about placing a 1ohm resistor across the 5V side, whats with that ? How much Peltier should I buy ? Should I drop the idea until I can get a real PS ?
 
Rule of thumb is to use a 250w ps minimum. Really should go for a 300+ ps.
 
If all you are going to do is powering the TEC with it, then ok if the 12V supply has enough amps for the TEC you wanna use. Example an 85Watt TEC (usually rated at 15V) will draw ~5.6amps but will in reality only use the TEC to ~68Watt efficiency. Remember an Athlon at 1.85volts @1.33ghz consumes 77.5 Watts, so the 85Watt(68Watt) peltier won't be enough. You will have to use the 115W(92Watt) which will then use 7.7amps of 12volt.
