Peltier dead?

Have got an old Peltier (55W) from a friend, and I've tried it on 12V for a couple of seconds but nothing happens. How can I be sure that the Peltier is dead or if it's something that is possible to repair?

Not having in-hand knowledge of them, I can't state anything with certainty, but if you connect 12v to it, it should immediately begin cooling off on one side while it becomes warm on the other side. If they've become overheated, the solder on the leads melts and the lead/s fall off.

I have a peltier junction; it should show significant temperature change within 2 seconds of having power. Just hold it between your fingers, connect power. If 5 seconds has passed and you can still hold it without starting to mildly burn a finger, it probably isn't working right. :)
