Peer to Peer Networking Question-Help Please

I have a small (12 computers) Windows 98 and 2K, peer to peer network that one computer's hard drive has a custom database on that is continuously accessed and updated by all of the other computers on the network. I have recently run into the problem that after ten of these computers are connected and /or accessing the database, none of the others can even connect. The computer trying to connect gets a window with a message that the network connection to the computer it is trying to connect to cannot be connected to because it has exceeded the number of computers that can access it at one time. The other computers can connect and access each other but not the database one until someone disconnects from it. Other than going to a server/client setup is there any cure for this problem? Any answers, thoughts, and/or links would be greatly appreciated.

From what I understand, maybe the database is limited to 10 connections max. Especially a Windows database may be limited like this.
