I know in concept that it blocks certain IPs. I'm wondering how does it look for the person who is blocked. Does it look like it doesn't exist or does it some how indicate that it is being rejected. I ask because I keep getting "spammer" from the same address and the logs show about ~10K entries for "spammer" from a similar address range over the course of 3 days.
 
IP ranges are blocked by the people who make the lists... They basically spend all day online running various internet apps, and watch what the traffic to various IPs looks like. I don't really know any specifics, but I think that's pretty accurate.
