As I turned off the main road onto the residential road leading into my neighborhood (SLOWLY), my headlights immediately hit the figure of a very old man with a dog on a leash.

He stood there for a while and then proceeded to the curb.

It's 9 PM. It's dark and the residential road is not lit with a street light.

Why would anyone be standing, not walking, not crossing, in the middle of the street in the dark very close to a busy road?

Either the man has lost his senses or he thinks he should be short for this world.

I dunno.

Umm.... no. I wouldn't be walking a dog.

Although I wonder if I would be walking a cat.

Maybe the dog represents my future dead cat. Hmmmmmm.....

It's a good thing you were driving slowly.
My guess is the old man (how old was he?) kind of blanked out as people tend to do as they get older. He just happened to blank out and a very bad spot. Either that or perhaps he has a heart condition that makes it hard for him to breathe so he has to rest often. He just made a bad choice to rest in the road.

No doubt. But he didn't seem very surprised to see a 3000# 74 VW Bus three feet from his face. :Q
