PDF Software - Specific Requirements - What do you use?

I'm not super familiar with the versions of Adobe but I realize that the absolute latest version of Adobe Professional is super expensive. I'm looking for options of PDF document that can do the following:

1) EDIT OCR text without losing the formatting.
2) The ability to KEYBOARD into the document wherever needed
3) Need the ability to electronically sign or atleast STAMP
4) Should have context menu in Windows to "create PDF" for Word documents, JPG, combine PDFs, etc
5) Ability to move pages around and drag and drop pages from other PDFs to other PDFs easily.

6) Do NOT need the ability to create forms
7) Do NOT need the ability to comment

I'm not aware of any free PDF software that has these capabilities, and i'm happy to pay for them, but don't know if buying an older version of Adobe Pro (like version 9 for around $50) or if I should go with something like Nitro PDF (I don't know if it meets my requirements anyway).

Suggestions? What do you use and does it fulfill the above requirements?
